Vladimir Kogan, Stéphane Lavertu, and Zachary Peskowitz established the Education Governance and Accountability Project in the summer of 2013. A number of graduate and undergraduate students have contributed to their data collection efforts. Below is more information on the primary researchers and students who are currently providing valuable research assistance.

Vladimir Kogan

Assistant Professor

Vladimir Kogan (Ph.D., University of California—San Diego, 2012) studies state and local politics in the United States. He is co-author of Paradise Plundered: Fiscal Crisis and Governance Failures in San Diego (Stanford University Press, 2011), which won the best book award from the Urban Politics Section of the American Political Science Association. In 2010, Kogan was the recipient of the Alma H. Young Emerging Scholar Award from the Urban Affairs Association. His work has been published in State Politics and Policy Quarterly, Urban Affairs Review, and the Rutgers Law Journal. Please consult his web page for more details.

Stéphane Lavertu

Stéphane Lavertu (Ph.D., University of Wisconsin—Madison, 2010) studies bureaucratic politics and education policy. He is interested in how politics affects the policymaking authority, design, and operation of public agencies. For example, his work has shown that political conflict leads lawmakers to insulate agencies and limit their discretion, and that political clashes in the executive branch significantly affect efforts to promote performance management practices. Lavertu is particularly interested in how politics affects the development and implementation of education policies, as well as the outcomes these policies generate. Zachary Peskowitz

Assistant Professor

Zachary Peskowitz (Ph.D., Stanford Graduate School of Business, 2012) studies U.S. legislative politics and empirical methods. He is particularly interested in how legislators' electoral environment affects their behavior in office. His research has been published in the Journal of Politics. He teaches courses on quantitative methods and business and government relations. Please consult his web page for more details.

Carolyn Abott

Post Doctoral Researcher

Carolyn Abott (Ph.D., Princeton University – 2016) is a post-doctoral researcher at the Ohio State University. Her dissertation research focuses on the political economy of public sector pensions and the ways in which pension plans vary over time and across the U.S. states. Her research interests include state and local politics, the politics of public finance, and interest group politics. She is particularly interested in the social and political ramifications and determinants of municipal bankruptcy and public debt. Please consult her web page for more details.

Deven Carlson

Deven Carlson (Ph.D., University of Wisconsin-Madison, 2012) is an assistant professor of political science at the University of Oklahoma. His research agenda explores the operations and effects of educational and social policies, including school closures, inter-district open enrollment, charter schools, private school voucher programs, and the Section 8 housing voucher program.
