Jennifer Hall

Research Scientist

Jennifer Hall joined the John Glenn School of Public Affairs as a research scientist, where she contributes to the advancement of evidence-based policing, police supervision, leadership, and organizational practice. She brings more than 20 years of law enforcement experience to her research, including service as a Sergeant with the Louisville Metro Police Department, where her work focused on training, implementation, and organizational improvement.

At Ohio State, Jennifer oversees the Consortium to Advance Police Supervision (CAPS), a national initiative focused on strengthening first-line supervision through research, professional development, field engagement, and the translation of evidence into practical tools and resources for law enforcement agencies. She also conducts and supports applied research addressing police supervision, organizational practices, training, leadership, and broader public safety challenges, with an emphasis on advancing research that can inform policy and improve practice.

Jennifer has extensive experience bridging the gap between research and practice. She earned her PhD from the University of Louisville, focusing on the development and evaluation of training programs. Her professional work includes collaboration with the Federal Law Enforcement Training Centers (FLETC) and leadership initiatives designed to strengthen police supervision, training, and decision-making. She is an alumna of the National Institute of Justice (NIJ) LEADS Scholars Program and serves as a board member of the National Association of Field Training Officers (NAFTO).

Through her work at Ohio State, she is committed to building meaningful partnerships between researchers and practitioners and advancing actionable research that can make a measurable difference in the field.
