Sylvia Tolliver Kramarius

Lecturer Sylvia Tolliver Kramarius is a strategic policy and legal architect who guides leaders through complex, high-stakes initiatives involving billions in public and private funding. She combines expertise in law, governance and economic systems to craft solutions that are bold, fiscally responsible, operationally feasible and legally sound.

Her work centers on the drivers of public budgets — especially healthcare systems, fiscal policy and large-scale economic development — while addressing the structural demographic disparities that shape outcomes. With deep fluency in the interplay between justice, multidisciplines and government, she helps leaders design strategies that are both effective and equitable.

She also equips professionals and students to execute ambitious ideas that are just and withstand legal scrutiny. She earned her dual degree in law and public affairs from The Ohio State University’s Moritz College of Law and the then-John Glenn School of Public Affairs, along with a political science degree from Ohio State. She currently serves on the New Community Authority and the Community Reinvestment Area Housing Council for the City of Gahanna.
