Ethan Combs

ICMA President

Ethan W. Combs, a Master of Public Administration candidate at Ohio State’s John Glenn College (graduating May 2025), holds a B.A. in Political Science and Philosophy from West Virginia University, graduating Summa Cum Laude as an Outstanding Senior. Currently interning at Franklin County Department of Job & Family Services, he works on policy analysis related to public assistance, specifically in Ohio Works First. As a Research Assistant at the Battelle Center for Science, Engineering, & Public Policy, he co-authored a report projected to drive a $25 million investment in Central Ohio. Ethan also serves as ICMA Chapter President at Ohio State, chairs the Student Wellness Ambassadors Program, and is the John Glenn College delegate to the Council of Graduate Students. He aims to leverage data-driven policy to address affordable housing, public welfare, and social equity, with aspirations for a career in city or county administration.
