Stephanie Moulton Elected to National Academy of Public Administration

The Ohio State University’s John Glenn College of Public Affairs is proud to announce that Stephanie Moulton, professor and associate dean for faculty and research, has been elected to the National Academy of Public Administration (NAPA) as a member of its 2025 Class of Academy Fellows. This is one of the highest honors for scholars and practitioners in the field of public administration and policy, recognizing individuals for their significant and sustained contributions.

“The National Academy of Public Administration is our field’s premier honorific society,” said Trevor Brown, dean of the Glenn College. “Stephanie’s election is a testament to her extensive and impactful research on policy implementation and management and housing and consumer finance policy. Her work is grounded in public service values, providing critical insights into how government programs can more effectively serve the public.”

Moulton is one of 42 leaders chosen to join more than 1,000 Academy Fellows, including former cabinet officers, members of Congress, governors, mayors and state legislators, as well as prominent scholars, executives and more.

Moulton’s research, published in top journals including the Journal of the American Medical Association, Journal of Policy Analysis and Management, Public Administration Review, Nature: Human Behavior and Journal of Urban Economics, not only contributes to academic theory but also provides actionable recommendations for policymakers and public managers. Within the Glenn College, she is a valued educator of public affairs students and a respected leader and mentor for faculty. Moulton serves as co-editor for the Journal of Policy Analysis and Management and is a visiting scholar at the Federal Reserve Bank of Philadelphia.

Moulton is the latest Glenn College faculty member to receive this prestigious honor, joining a distinguished group of colleagues previously elected as NAPA Fellows. They include:

  • Dean Trevor Brown
  • Professor and Director Emeritus Charles Wise
  • Professor Emeritus Ned Hill
  • Professor Jos Raadschelders

About the Honor

Chartered by the U.S. Congress in 1967, the National Academy of Public Administration is an independent, nonprofit and nonpartisan organization dedicated to helping government leaders build more effective, efficient and transparent organizations.

Election to the Academy is a significant achievement. New Fellows are selected through a rigorous process in which the Fellows Nominating Committee reviews candidates’ contributions to public administration and policy and then submits recommendations to the full Fellowship for a vote.

Induction of the new Fellows will occur during the Academy’s 2025 National Conference, which will take place Nov. 2-4 at the National Academy of Sciences building, 2101 Constitution Ave. NW, in Washington, D.C.
