Wrestling with Markets builds on Hill (2023) and Hill, Poland, and Reitz (2025), also in Economic Development Quarterly. A  flow-chart model linking the Five Developments (Community, Site, Workforce, Housing, and Economic) to Gross Regional Product and the desired outcomes from development (jobs, income, taxes, and economic mobility) is presented.
