Introduction

Michael Rogers and Ronald Sanders are both career public servants, with combined experience of more than 75 years. Both are Fellows of the National Academy of Public Administration (NAPA). Among other things, Rogers has served as City Administrator for the District of Columbia and the head of the Metropolitan DC Council of Governments, as well as Interim City Manager for Charlotteville and Chief Operating Officer in Petersburg, VA. He also serves as Chair of the Elliott Richardson Prize Committee in NAPA. Sanders has also served on the American Society for Public Administration's National Council and is the former Chair of the Federal Salary Council, as well Associate Director of OPM, DOD Director of Civilian Personnel Policy, IRS Chief HR Officer, and the Intelligence Community's first Associate Director of National Intelligence for Human Capital. Both have also served in senior positions in the private sector.
